Outreach and Enrollment Program Manager
Reports to: Director of Government Relations
Salary Range: $60,000 to $70,000

(This is a hybrid position (mostly remote) which required participation at in-person meetings in the Augusta area and travel to FQHCs throughout Maine)

The Outreach & Enrollment (O&E) Program Manager at Maine Primary Care Association (MPCA) provides strategic and operational leadership for all outreach, community health education, and enrollment activities. This role is responsible for supporting the network wide O&E team, driving enrollment and retention outcomes, and ensuring the network meets its coverage access goals for the communities it serves. The O&E Program Manager works closely with Community Health Center O&E staff, community health workers, state agencies, community partners, and others to support O&E efficacy and patient access to healthcare coverage. This role balances strategic program oversight with operational support and may provide direct enrollment assistance during periods of high demand, staffing shortages, or surge enrollment activities. Additionally, the O&E Program Manager will manage initiatives to support community health workers at network health centers through the outreach and enrollment program and more broadly through facilitated peer groups, resource development and distribution, and other activities prioritized by MPCA.

Essential Duties and Responsibilities:

  • Design, implement, and continuously evaluate the organization’s outreach and
    enrollment program, including strategies for open enrollment, Medicaid/CHIP outreach, redetermination support, and community engagement.
  • Monitor and analyze enrollment trends, coverage gaps, and outreach outcomes, use
    data to adjust strategies and report results to leadership.
  • Develop and maintain O&E program policies, procedures, workflows, and standard
    operating procedures.
  • Lead planning and execution of surge enrollment activities during open enrollment
    periods, redetermination waves, and public health emergencies.
  • Monitor and drive key performance indicators including enrollment growth, renewal
    completion rates, outreach engagement, uninsured patient reduction, and grant deliverable performance.
  • Ensure all O&E staff maintain required certifications and complete applicable training.
  • Maintain current, working knowledge of federal and state eligibility requirements for
    Medicaid, CHIP, ACA Marketplace, SNAP, WIC, and other public programs.
  • Serve as an escalation point for complex enrollment cases, eligibility disputes,
    appeals, and fair hearing requests by coordinating with patients, program staff, and external agencies.
  • Cultivate and maintain collaborative relationships with community-based organizations, Medicaid/CHIP agencies, legal aid organizations, schools, faith communities, social service providers, and other external partners to facilitate referrals and co-outreach activities.
  • Represent the organization at community coalition meetings, health fairs, and public
    forums as necessary.
  • Oversee development and distribution of culturally and linguistically appropriate
    outreach materials and educational resources in partnership with the communications team.
  • Coordinate with IT and quality improvement teams to maintain proactive enrollment
    tracking tools (e.g., Azara), run eligibility reports, and support data integrity.
  • Collect, analyze, and report program data to leadership, funders, and oversight
    bodies on a regular basis.
  • Prepare and submit grant deliverable reports accurately and on time; monitor
    expenditures related to O&E grant activities.
  • Develop dashboards or summary reports to track key metrics including enrollment
    numbers, redetermination completion rates, outreach contacts, and coverage conversion rates.
  • Lead Community Health Worker-related activities with MPCA’s chronic disease grants, including facilitating MPCA’s Community Health Worker Networking Call and providing information and resources identified through group discussions.

Required Qualifications and Experience:

  • BA/BS and/or at least two years of related/transferable experience
  • Experience working at a non-profit, trade association, or membership organization strongly desired.
  • Demonstrated knowledge and understanding of community health centers.
  • Demonstrated knowledge of federal and state eligibility requirements for Medicaid, CHIP, ACA Marketplace, SNAP, WIC, and other public programs.
  • Excellent speaking and written skills required.
  • Proficiency with computer systems, cloud-based and MS Office software required.
  • Be able to work as a team member in a fast-paced environment.
  • Ability to support and implement the mission and goals of MPCA.
